Building control
Building control is a statutory service. Its tasks include processing applications for building permits and monitoring construction activities and the built environment. It provides general guidance and advice on construction.
The Building Control Service uses the free Lupapiste.fi service to provide advice on construction and apply for permits.
The Construction Act (751/2023) entered into force on 1 January 2025.
The Land Use and Building Act became the Regional Planning Act on 1 January 2025.
The new Construction Act brings with it changes, including exemptions from the requirement to obtain a permit for smaller construction projects. Even if a building does not require a permit under the new Act, the person undertaking the project must ensure that all items to be built are designed and constructed in accordance with the Building Act, building regulations, the plan, the municipality's building regulations and guidelines.
The new law will only apply to applications for permits and related supervision during construction that are pending from 1 January 2025.
