In Finland, there are many professions and services that require a licence or notification to the authorities before they can be provided.
There are three types of activities that require a licence:
- starting an activity on business premises or at a place of work may require, for example, the approval of a health inspector or an environmental permit
- a permit may be required to carry out the actual business
- an authorisation for a professional qualification requirement

Public procurement
Varkaus is developing a Procurement Strategy, which guides the procurement of the city and its group companies. The city's procurement strategy will consider ways to support local entrepreneurship and integrate social considerations into procurement contracts. The city's procurement strategy is subject to a business impact assessment to take account of the potential of local businesses to provide products and/or services. As a social aspect, the employment of young people and/or the long-term unemployed will be taken into account. Local SMEs will be targeted.
