Renewal of the building regulations

The issue is the renewal of the building regulations of the city of Varkaus, which will be carried out in cooperation with Leppävirra and Joroinen, with the aim of having the same building regulations also in use in these municipalities. The current building regulations entered into force on 1.10.2000
With the overall reform of the Land Use and Building Act, the new Building Act entered into force on 1 January 2025 and the name of the Land Use and Building Act was changed to the Regional Use Act on 1 January 2025, when the Building Act entered into force. The provisions on zoning and other land use remained in the Land Use Act.

The main steps in the renewal of the building regulations are:

Interaction and participation

Participants have the opportunity to take part in the preparation of the revision of the building regulations at all stages of the project. They are invited to assess the impact of the change from their own perspective and to express their views in writing. Opinions and comments submitted during the opening hours should be submitted to the Varkaus City Registry.

Building regulations

The building regulations are a legal and municipal document. Its aim is to promote planned and appropriate construction, respect for cultural and natural values and the realisation and preservation of a good living environment.

It complements other statutory land-use planning. Thus, it does not apply if a legally binding general plan, a town and country plan or the Finnish Building Code provides otherwise.

The building regulations lay down municipal regulations and guidelines for construction and management of the built environment. Different regulations and guidelines may be issued for different areas of the municipality. The starting point is local conditions.
