In the event ofa power cut, we will inform you in advance on the library's Facebook page and in the library building. If the outage occurs in the morning, the library will not open until after the outage. In the afternoon or evening, the library will be closed from the time of the outage.

Varkaus City Library is part of the Lumme library cluster.
The Lumme libraries include the public libraries of Enonkoski, Hirvensalmi, Joroinen, Juva, Mikkeli, Mäntyharju, Pertunmaa, Pieksämäki, Puumala, Rantasalmi, Savonlinna and Varkaus.
Lumme libraries are open to all. Their collections are available free of charge to all with a single library card.

Lumme libraries' rules of use from 1.3.2024
Customer register
After proving their identity, customers have the right to know what information about them is held in the library's register. The Lumme Libraries' Privacy Policy is available in the libraries and on the online library lumme.finna.fi.
Subscribing to Lumme libraries
You can obtain a library card at the library's customer service desk by presenting a photo ID and stating your address in Finland. The first library card is free of charge.
When you register as a customer of Lumme libraries, you agree to abide by the current rules of use and loan periods.
If you are under 15 years of age, you must have the consent of a guardian or other responsible adult. A representative of a kindergarten, school, institution or community may obtain a library card with the written consent of the person responsible for the adult. The patron or person in charge of the community is responsible for the materials borrowed and for renewing and returning the loans. The responsible person is responsible for loans to persons under 15 years of age. A person who is banned from borrowing may not act as a responsible person.
You are responsible for ensuring that your contact details are correct, either on your own behalf or as the responsible person for your community. You can change your contact details by visiting the online library or by visiting the library. You can only change your name by visiting the library and presenting your ID card under your new name.
If you lose your card, report it to the library immediately.
We are not responsible for any damage caused by the use of the WLAN or equipment used in the library or borrowed from the library.
Borrowing and returning
You will need a library card to borrow items. Depending on the material, the loan period is between 1 and 28 days. Some materials may have different lending policies.
Individual customers may borrow up to 100 items at any one time, including up to 20 DVDs and Blurays, five children's console games and five adult console games. We respect the age limits for games and films.
Please renew or return items by the due date. The loan period expires on the due date at the end of library opening hours and at the turn of the day for the online library. You may renew loans eight (8) times, unless there are no reservations.
If you wish, you will receive an advance notification of the loan due date by e-mail. You will also receive loan and return receipts by email if you wish.
The libraries are not affected by any disruption in telecommunications, so any disruption will not reduce any charges.
You can return and renew loans at any Lumme library. You can renew loans by phone or online at the library. You cannot renew loans if they are subject to a reservation or if you are banned from borrowing.
You can also return items during self-service and self-service hours at the automatic machine in libraries where self-service and/or self-service hours are available. If the library has a return hatch, you can return loans to it at your own risk. We will record the loans as returned on the next opening day of the library.
When renewing loans in the online library, always check that the loans show a new due date. Late fees begin to accrue after the due date shown on the loan record. If the new due date is not recorded, please contact the library.
Pin code
In addition to your library card, you will need a pin code
- when you check out or renew your loans or reserve items in the Lumme online library
- when you use the self-service library
- when using services that require a login.
You can get a pin code in person at any Lumme library. The pin code is not given by email or telephone.
Reserving material
You can reserve material from the Lumme online library or at any Lumme library. Please indicate from which library you are collecting the material. We will deliver the material you have reserved to the collection point of your choice.
You will be notified by e-mail, text message or letter when the material is available for collection. You can choose how you want to be notified.
If you do not pick up your reservation in time, you will be charged a fee. Please inform the library if you are unable to collect the item before the last day for collection.
If you pick up your reservation from the self-service shelf, you will need a reservation ID. You can find your reservation on the reservation shelf by using your booking reference. You can request a replacement by contacting the online library or the library's customer service.
Express loans and items cannot be reserved. Some items and games also have restrictions on shipping. Restrictions are shown in the Lumme online library in the item information.
There is a charge for interlibrary loans.
Fees and refunds
The fees charged by the library are listed in the fees appendix of the library's rules of use.
A fee is charged for unclaimed books.
A late fee is charged for items returned or renewed after the due date. A late fee will accrue for all calendar days after the due date up to the maximum amount. A late fee will also be charged in the event of a failure to renew a loan due to an outage or other technical failure of the online library. The library is not responsible for the delivery of notices. For children's and juvenile material, only the fee for the letter of advice is charged.
We will send a first reminder for overdue material 7 days after the due date by email to those customers with an email address on file. A second reminder will be sent by letter 14 days after the due date, and the invoice will be sent at the earliest 56 days after the due date.
If the material is on deposit, you must return the material to the library and pay the accumulated fees. If the material is lost or mutilated, you must replace the material. You can obtain instructions on how to replace the material from the library.
If you do not return or replace the material you have borrowed, the municipality will send the bills for collection. This also applies to children's or young people's material and material borrowed by anyone under the age of 15. The methods of collection may differ from one municipality to another.
Loss of borrowing rights
You can lose your borrowing right:
- for unpaid fees exceeding the amount set by the library
You can get your borrowing right back:
- by paying the accrued fees
Any disputes over compensation will be dealt with by the district court to which each Lumme municipality belongs.
Loss of access rights
You must behave properly in the library (Law 612/2003 on Public Order). The staff may order a disruptive customer to leave the library premises.
Disruptive behaviour of a customer towards staff or another customer despite prohibitions may result in the temporary loss of the right of access (Act on Public Libraries 1492/2016, § 15). The right of access may also be lost for defacing library property. A written ban on access is imposed by the official in charge of the library. Before the ban is issued, the customer must be consulted. The prohibition of access is decided by a decision of the official, against which the customer may request a correction (Municipal Act 410/2015, § 134). The right of access may be lost for a maximum of 30 days.
Personal library services in Lumme libraries
You can use the library independently outside the service hours. The opening hours vary from municipality to municipality and municipalities may have library-specific rules for self-service.
You can access the library during self-service hours by logging in with your Lumme library card and pin code. This will unlock the door electronically. Always log in with your own card. Exceptions to this rule are small children with parents and visits to classes and reading circles. Do not let other people in with your card. If you cause a disturbance or misuse the facilities, you may be banned or liable for compensation. We monitor the security of self-access libraries with access control and recording camera surveillance.

For billing and collection of overdue and carted material, the library follows the billing and collection guidelines of the City of Varkaus. The Library Director or a library employee authorized by the Library Director has the right to waive fees and charges that are not related to the library system on a case-by-case basis. The Library Director also has the right to determine the fee for any equipment, item, library facility, or service provided by the Library that is not included in this list.

Journals
Use and preservation of leaves
All Lumme libraries have an online service called ePress, where you can read Finnish newspapers. You can also use the online service on your own device if you use the library's open wifi network (OpenVarkaus).
You can also read Finnish and foreign newspapers on onlinenewspapers.com, and historical newspapers digitised on the National Library's website.
Newspapers are available in the adult section, the children's and young people's section, the music section (the music section's newspapers are located in the newspaper room) and the local library in Kangaslammi. Some of the magazines are not subscribed to the library, so they may arrive occasionally.
The latest issues of the magazines are mainly available in the Newsroom. However, the library does receive magazines, even the latest issue of which is immediately available for borrowing, or the latest issue can be obtained from the clerk.
With the exception of the latest issue, some of the magazines that come into the main library's newsroom will be moved to the adult section for lending. The latest issues are in the lending section and the older issues in the stockroom.
The loan period is two weeks. The latest issue of magazines is not borrowed, nor are the last two weeks' issues of newspapers.
As a rule, newspapers are kept in the main library for the current and the previous month. Helsingin Sanomia, Savon Sanomia and Warkauden Lehte are kept for a year, and the library has annuals and microfilm rolls of Warkauden Lehte since 1919. The periodicals are kept for periods ranging from one year to several decades. However, at least the current year is kept. Some unsubscribed issues are removed when the next issue arrives.

Playroom
The main library has a music room (2nd floor) equipped with a piano. Reservations for the music room should be made in person at the booking office on the 2nd floor, or at the information desk on 044 751 9255.
Remote access
Material that is not in the Lumme libraries' own collection can be requested for interlibrary loan. Interlibrary loans are sent by both county libraries and academic libraries. Interlibrary loans are subject to the conditions set by the sending library concerning fees, loan periods and other restrictions on use.
Books to take home service
The Varkaus library home service is intended for people in Varkaus who cannot visit the library themselves due to disability, illness or old age, and who have no one to transport the material.
A book bag is brought to the customer once a month on an agreed day and returns are collected at the same time. Loan periods are flexible and there are no late fees. The customer is asked what kind of material he or she would like to borrow. They can also make requests for the contents of the bag using the form provided or by telephone. The customer has access to the library's entire collection, including not only fiction and non-fiction books but also music recordings, films, audio books and magazines.
To register as a Home Service customer, please contact the library. There can be up to 10 customers at any one time. New customers will be admitted as places become available. Therefore, there may be a waiting list to become a new customer.
The home service can also be organised in such a way that the library collects a package of books once a month for the customer, but the collection and return of the bags is handled by the customer's relatives.

Local history collection
The Local History Collection is located on the first floor of the Media Oasis. The Local History Collection collects products by Varkaus authors, regardless of subject, as well as works about Varkaus, describing the town, its communities and its people. Audiovisual material will also be acquired along similar lines.
The aim of the local history collection is to reflect the present and the past of our community. It is historical in nature and is intended for reading purposes.

Rules for the use of premises
- Provision of meeting and exhibition facilities, furniture and equipment
for external use shall be decided by the Library Director. Outside use of premises
use of the premises is considered to be any use other than the library's own. - An application for use of the premises must be submitted to the library no later than three
three days before the space is to be used. The staff will take care of reservations. - The period of use of a meeting room is the time from the opening to the closing of the room.
The fee for the use of the meeting room is charged for the first half hour. - The right of use granted may not be transferred to another person without the permission of the library.
- The time granted will be charged even if the room is not used, if the reservation is not
cancelled or changed at least two days before the reserved time. Exhibition hall rental

Booking an exhibition space
1. EXHIBITION SPACE
The Varkaus Library rents premises to external exhibition organisers. The exhibition hall on the second floor is 172 square metres. Next to it is a 20 square metre exhibition platform. The library's ground floor conference room can also be rented for exhibitions. A lockable glass display case consisting of 9 glass cubes (60 cm x 50 cm x 90 cm) is available in the adult lending section. If necessary, other library rooms can also be used for short periods as exhibition space.
2. BOOKING, CONFIRMATION AND CANCELLATION OF SPACE
The exhibition space can be booked using the special booking form. It must specify the content of the exhibition, the organiser and the exact dates of installation and dismantling. The form is available from library staff. The completed booking form must be sent to the library, Osmajoentie 1. The booking must be confirmed by the person making the reservation at least 1 month before the proposed exhibition date. The library will charge a fee for cancelling a booked exhibition (see annex for fees to be charged). If the exhibition times are full, it is possible to reserve a place. The customer must reserve the time needed for the construction of the exhibition, the opening, the exhibition itself, which is open to the public, and the dismantling. The time allocated for brochures and press is the time when the exhibition is open to the public, i.e. the actual exhibition time.
3. INSTALLATION OF THE EXHIBITION, OPENING, COSTS
The exhibition space is not really a controlled space, but there is a recording camera at the door on the lift side. The rooms are open during the library's opening hours. The library will assist with set-up problems if necessary, but each exhibitor is responsible for setting up and dismantling the exhibition. Set-up and dismantling will take place during library opening hours. The Library does not contribute to the costs of construction, dismantling or transport of the exhibits.
The library has a range of different sized serums available for hire for exhibitions in the library. The rental of the slides is included in any exhibition space rental. There are approximately 30 replacement frames available for a fee. Hanging on the walls of the exhibition hall is done with strings. The cost of repairs resulting from unauthorised use of the nails will be charged to the exhibitor. The customer must bring the stand equipment, exhibition posters and vases with him/her. The library will lend a toolbox and ladder.
The exhibitor is responsible for the supervision of the exhibition space, any insurance of the exhibits and the opening costs. If the opening takes place outside the library's opening hours, the library will charge a fee for on-call service. The library will announce exhibitions on its website. The library will display an exhibition poster provided by the customer. The customer will be responsible for ordering any press on the premises.

Reading diploma for adults in Lumme libraries
Lumme Libraries' reading diploma for adults will give you new ideas and enthusiasm for reading!
The list of tips includes a diverse selection of books on 10 different topics. Try a novel about a saw or a brick, read a family story or an award-winning book!
The aim of the Reading Diploma is to broaden reading habits, inspire you to pick up books of a different genre and help you find new and interesting reading material. Many of the books on the list are also available as e-books or audiobooks.
You will have completed the Diploma in Reading when you have read one book in at least nine subject areas. Write the names of the books you have read on the form at the end of the paper booklist and return the form to any Lumme library during customer service hours to receive a reading diploma certificate.
If you wish, you can also use the electronic return form (link in the top menu of Lumme-Finna under the heading Tips) to report the books you have read and you will receive the diploma by e-mail.
You have the whole year 2025 to participate in the reading diploma. The deadline for returning the 2025 reading diploma form is 31.12.2025. You can also enter the prize draw if you wish. The prizes will be drawn in January 2026.

Libraries' online resources
The e-resource selection of Lumme libraries changed when they joined the national e-library. The e-library was opened to customers on 29.4.2024. From then on, all residents of the municipalities in Finland that have joined the service will have access to the same selection of e-books, e-audiobooks and e-reading magazines free of charge.

Digital newspapers (ePress service) will continue to be available in Lumme libraries as before. The remote music listening service Naxos, the dictionary RedFox and the digital service for foreign magazines PressReader will also remain unchanged. The Economist will be available as a new magazine on PressReader from the beginning of 2024.
