Strategic master plan
A legally binding strategic master plan was drawn up for the city centre of Varkaus and its expansion areas, with a target year of 2030.
The planning area is bordered by Leppävirta in the north and Joroi in the south. The total area of the planning area is approximately 4 100 ha. The main objectives are to develop and increase areas for business activities, to develop the commercial service network and tourism, to create new residential areas adjacent to or near the shore and to study the densification of the urban fabric.
The strategic master plan will guide land-use planning, which will determine, among other things, the precise use of the land and building rights. The strategic master plan therefore has an indirect impact on the conditions for local businesses. These effects are set out in more detail in the explanatory memorandum.

Existing sub-plans
The areas outside the city of Varkaus have been subject to legally binding sub-plans. Such sub-plans allow, for example, building permits to be granted without a decision on a derogation or a planning permit on the basis of criteria defined in the plan.
