Budgets and financial plans
According to Chapter 13 § 110 of the Municipal Act, the City Council must approve the budget for the following calendar year, taking into account the financial responsibilities and obligations of the municipal group. When adopting the budget, the council must also adopt a financial plan for three or more years(the planning period). The budget year is the first year of the financial plan.
The budget and the plan must be drawn up in such a way as to implement the municipal strategy and safeguard the conditions for the performance of the municipal tasks.
The budget shall include the appropriations and revenue estimates required to meet the objectives of the tasks and activities and shall indicate how the financial requirements are to be met. The budget and the budget plan comprise an operating budget, a profit and loss account, an investment section and a financial section.
The main functions of the budget and plan are:
- to set objectives for service activities and investment projects
- budget estimates of income and expenditure for the various activities/activities and projects
- show how the actual activities and investments will be financed

Financial statements
According to Chapter 13 § 113 of the Local Government Act, the City Council must prepare financial statements for the financial year by 31 March and submit them to the auditors for audit, and after the audit, submit the financial statements to the Council of Councillors by 30 June.
The financial statements must give a true and fair view of the results, financial position, financing and activities of the municipality. The financial statements include the balance sheet, the profit and loss account, the financial account and the annexes thereto, as well as a budget outturn account and the report on the activities of the municipality.
The financial statements are signed by the members of the City Council and the Mayor.
According to Article 114 of the Municipalities Act, a municipality which, together with its subsidiaries, forms a group of municipalities must prepare and include consolidated financial statements in its financial statements. The consolidated accounts must be drawn up as of the same date as the municipal accounts. Consolidated financial statements must include a consolidated balance sheet and a consolidated profit and loss account, a consolidated statement of income and a consolidated statement of cash flows and notes to the consolidated financial statements.

Interim reports
The interim report for the financial year is drawn up in accordance with the budget implementation guidelines adopted by the City Council. It is discussed by the committees and the City Council and submitted to the Council for information.
In addition to a review of finances and activities, the interim report includes a review of the binding targets set out in the strategy. The interim report also includes a forecast of the financial statements for the year.
