Inspections can be requested primarily through Lupapiste or by emailing rakennusvalvonta@varkaus.fi or by calling the Building Control's customer service number during office hours.
Launch meeting
- Usually held in connection with construction projects for detached houses or larger
- The developer must ensure that a kick-off meeting is held before construction work starts
- The decision on the permit, the designers, the organisation, the quality assurance procedure to be used (and the conditions of the building permit) are discussed
- In addition to the representative of the building control authority, the contractor or his representative, the responsible foreman and the chief designer are present
Marking the building site and elevation
- To be carried out before the start of construction after the building permit has been issued
- Usually carried out in a zoning area for a new building
- Ordered from the technical services of the technical division
Site survey
- The site survey is provided for in the permit decision
- To be ordered before the start of construction work
- Before the survey, the planned location and elevation of the building must be marked on the ground, e.g. with wooden stakes
Ground survey
- To be specified in the permit conditions
- Level of completion at least: excavation of the base excavation up to the subsoil
- Maximum degree of completion: not yet poured or foundation elements not yet installed
- A report on foundation and sub-base conditions must be completed and submitted if the permit condition is
- A ground investigation must have been carried out if a condition of the permit is imposed
- Foundation plans must have been submitted to the point of authorisation, if a condition of authorisation
- The inspection document must be completed up to the relevant stage of work
Construction survey
- Minimum state of readiness: all load-bearing and stiffening building elements installed
- Maximum degree of completion: waterproofing completed, wall coverings on one side of the wall span completed
- Structural plans must be submitted (note that the structural engineer must be approved before the structural plans are submitted)
- The inspection document must be completed up to the relevant stage of the work
- Any other permit conditions must be in place (e.g. quality assurance report, moisture management plan)
- Can also be carried out in sections or by building
Partial final inspection (i.e. the so-called commissioning inspection)
- Held when the building or part of it is to be occupied before the final inspection itself
- The building or part of it is safe, healthy and fit for use
- The inspection document must be completed
- All plans and documents must be submitted
- All necessary supervisors must be appointed
- Any operating and maintenance manual must be largely completed and available for presentation
- Inspections and the measures required therein must have been carried out
- Safety and health inspections must have been carried out
Final review
- Included in all permits
- Provided that
- The work has been completed in accordance with the permit
- The inspections and controls and the measures required by them have been carried out
- An inspection document has been completed (if a condition of the permit)
- A building operation and maintenance manual has been completed (if one is to be drawn up)
- The building plans and specific plans corresponding to the execution of the building have been submitted to the point of authorisation
- To be submitted when the building or other activity subject to the permit is completed, but no later than the expiry of the permit. If the permit has expired, subsequent inspections will be subject to a fee in accordance with the tariff.
- The implementation must be in accordance with the permit (minor changes during construction may be allowed, but the threshold for a change permit and the threshold for consultation with the neighbor must not be exceeded). Changes must be addressed prior to the final inspection.
