School trips and transport
PRE-SCHOOL EDUCATION
As of 1 August 2004, the School Transport Act has been amended so that it also applies to participants in pre-school education under certain conditions. Pupils in pre-primary education who travel more than 3 km from home directly to pre-primary education or from day care to pre-primary education are entitled, at the request of their parents, to free transport or an allowance for transport or accompaniment.
For journeys between home and day care, there is no entitlement to free transport or assistance. If the child's guardian chooses a place for pre-school education other than that designated by the municipality on the basis of the Basic Education Act, the guardian shall bear the costs of transporting or accompanying the pupil.
How to apply. In all cases, the application for pre-school transport is made on the application form.
Pre-school transport is provided in accordance with the principles of the School Transport Guide, which entered into force on 1 August 2025.
PRIMARY EDUCATION
The municipality provides free school transport to the nearest school. The local school is determined by the administration of the Welfare and Education Division on the basis of the population register for each incoming first grade of basic education and during the school year in the municipality and for pupils moving to the municipality. If a pupil has been granted the right to attend a school other than the local school (a so-called secondary school) on application, transport is not provided or reimbursed.
School transport is provided in the following cases:
- for pupils in grades 1 to 2, the distance to school is more than 3 km
- For pupils in grades 3 to 9, the distance to school is more than 5 km.
The pupil's journey to school is calculated on the shortest pedestrian and public road from the home gate to the school gate.
School transport may not be provided for the whole journey, but the pupil must be prepared to travel part of the way to school on his/her own.
Transport will be provided preferably by public transport. The education provider is responsible for organising supervision and guidance during waiting times. The school day runs from the start of school in the morning until the end of the last lesson; for insurance purposes, school journeys are part of the school day.
Parents do not have to apply separately for their children to travel to school if the journey is within the limits set by the Board (more than 3 km for pupils in grades 1 to 2 and more than 5 km for pupils in grades 3 to 9).
In special cases of pupil welfare, the application for school transport can be made on the city's website. If the application is based on an expert opinion (e.g. doctor), the opinion must be attached to the application.
The Director of Education decides on discretionary transport, which may be granted for one school year at a time. School transport is governed by the principles of the School Transport Guide, which entered into force on 1 August 2025.
